1. What is Initiative 1029?

Initiative 1029 is a Washington state ballot initiative approved by voters in 2008 that increases training standards for home care aides and creates a new certification for home care aides.

No, it is optional. If you complete basic training requirements before January 1, 2011, then you do not have to satisfy the new basic training requirements that go into effect on January 1, 2011.

6. Is the Certified Home Care Aide credential the same as a Certified Nursing Assistant credential?

No, they are not the same.

7. What is the new advance training requirement?

Beginning January 1, 2012, home care aides must be offered advance training; however it is optional for home care aides to take this training. Advance training will consist of 70 hours of training in advanced home care aide topics.

8. What is the new peer mentorship requirement?

Beginning July 1, 2011, new home care aides must be offered peer mentorship; however it is optional for home care aides to participate in this peer mentorship. Peer mentorship will consist of 12 hours of mentorship.

9. What training classes will the Training Partnership offer in 2010?

We will offer basic training, basic training for parent providers, safety training, orientation training, nurse delegation training, and continuing education to meet current training requirements for home care aides.

11. I am a Training Partnership student. How do I get a student ID card?

Participants hired after January 1, 2010 will receive student ID cards within two weeks of hire.

13. What should I bring to class?

Bring your Student ID Card, photo ID, a pen and any manuals you may have received in advance.

14. I lost my student ID Card, what should I do?

Log on and request a new card or call the Member Resource Center toll-free at 1-866-371-3200 and a representative will assist you. You may request up to one replacement ID card per year. Additional replacement cards will incur a $15 replacement fee per card.

15. I need a certificate proving I completed a class, what should I do?

Log on to your account at www.myseiubenefits.org or call the Member Resource Center toll-free at 1-866-371-3200 and a representative will assist you.

16. What is the policy for no-shows and cancellations?

Canceling more than 72 hours before class is permissible and does not count as a no-show. Failing to provide notice at least 72 hours in advance counts as a no-show. After two no-shows, you will receive notification that you must pay $25 to register for your next class.

17. How can I evaluate or give feedback on a class I took?

18. What is a Volunteer Class Auditor and how can I become one?

A Volunteer Class Auditor attends a class for the sole purpose of evaluating class content and the instructor’s effectiveness. Volunteer Auditors receive training to prepare them for this special role.

19. What is the College Consortium?

The college consortium includes staff from technical and community colleges and universities who collaborate with the Training Partnership on curriculum development and career path design. Collaboration includes feedback on curriculum using our Wiki, serving as subject-matter experts, and participating in Training Partnership forums.

20. What is the Community Network?

The Community Network includes representatives from labor, employers, consumer advocacy, and workforce development groups who collaborate with the Training Partnership on curriculum development, career path design, and workforce development. Community Network members help ensure curriculum is relevant and engaging.

21. How is the Training Partnership soliciting input on curriculum development?

Through the Community Network and College Consortium, the Training Partnership works with home care aides, employers, consumer advocates, colleges, and other content experts to gather input on training needs and develop curriculum. This includes our Wiki - an online forum for collaboration where you can view and comment on curriculum. In addition, the Training Partnership conducts focus groups, subject matter expert interviews, surveys, among other methods to gain input.

23. I heard something about an apprenticeship program. What is this?

Beginning in 2012, the Training Partnership plans to offer a Home Care Aide Apprenticeship program registered with the U.S. Department of Labor. Apprenticeship includes classes in Basic Training, Advanced Training, and Peer Mentorship.

28. What do home care aides do?

Home care aides provide non-medical support to older adults and people with disabilities who are living in their homes. Job duties often include support with activities of daily living such as bathing, toileting, eating, dressing, and moving, as well as instrumental activities of daily living such as meal preparation, house cleaning, grocery shopping, and laundry. Through their support and care, home care aides help sustain and empower consumers to live high quality lives at home rather than an institutional care setting.
